FRANKFORT -- Kara Mellick kissed her fingers and placed them on her sleeping nine-month-old daughter's head before she headed out the door in the summer of 2009.

Matt Vaughn, her house mate and long-time family friend, was going to watch Karlie that Sunday. Mellick had been called into work and Karlie's daycare was closed.

But something went horribly wrong. Karlie was taken later that day to Kosair Children's Hospital in Louisville with broken ribs, broken arms and severe head trauma. She died of those injuries four days later on June 11 2009. ]]></description>

FRANKFORT -- The state's revenues dipped slightly in April, coming in $6.3 million less than April 2011 collections. 

State Budget Director Mary Lassiter said Thursday that despite April's numbers, state revenues are expected to meet or exceed the official revenue estimate, which lawmakers use to craft the state's budget. If revenues are below projections, the state will have to make more cuts. ]]></description>

FRANKFORT — The Kentucky Senate will approve a $4.5 billion operating budget for the Transportation Cabinet on Friday and end a special legislative session that began Monday, Senate President David Williams said late Wednesday.

The announcement came after Gov. Steve Beshear signed into law a two-year road plan, but not before vetoing about $50 million in funding for road projects in or near Senate President David Williams’ Southern Kentucky Senate district.

Williams said he was “very pleased” that the governor finally signed the road plan, “and we will proceed now to pass the operating budget” for the Transportation Cabinet.

He said Beshear’s vetoes were “vindictive and unconstitutional. But since he just directed them at me, we will proceed.”

The Senate GOP leader said per capita spending in the road plan for his district after Beshear’s vetoes is about $700, compared to about $2,400 in House Speaker Greg Stumbo’s district. Williams’ district includes Clinton, Cumberland, McCreary, Monroe, Wayne and Whitley counties.]]></description>

FRANKFORT -- Late Wednesday, Democratic House leaders were considering a proposal by Republican Senate leaders that would resolve remaining issues involving a two-year $19 billion spending plan. 

Senate leaders unveiled the proposal within the first minutes of the second round of budget negotiations on Wednesday evening. Wednesday was the third day of negotiations over the two-year budget. House leaders said they would return by 8:30 p.m. to tell Senate leaders if they were going to accept the deal or offer a counter proposal. But the House had not returned to the bargaining table by 10 p.m. Wednesday. ]]></description>

FRANKFORT -- The House on Wednesday passed a compromise measure that would gradually increase the drop out age from 16 to 18.  

Senate Bill 109 originally would allow school districts to increase the drop out age from 16 to 18 if the districts could show that they had programs for at-risk students. The House had passed a measure earlier this legislative session that would require all school districts to increase the drop out age from 16 to 18 by July 2017. That measure has never gained traction in the Senate over concerns that there were not enough alternative programs for kids who did not want to attend school. ]]></description>

FRANKFORT -- Scrap metal recyclers will have to register with the state and pass background checks under a measure that passed both chambers and is now headed to Gov. Steve Beshear's desk for his signature. 

Backers of House Bill 390 say it will curb the growing number of copper thefts in Kentucky by ensuring that only registered scrap metal recyclers can process the metal. Rep. Tanya Pullin, D-South Shore, and sponsor of the bill, has said that the majority of the state's metal recyclers are behind the bill. Most of the stolen copper is taken to less-than-reputable scrap recyclers. Those recyclers will not register with the state. ]]></description>

FRANKFORT -- Senate President David Williams said Wednesday the Senate is hoping to vote on its version of the upcoming two-year budget on Thursday. 

Williams said even if the Senate does not pass the bill until earlier on Friday, budget negotiations between the House and Senate should begin later that day. Williams did not give any details Wednesday on how the Senate's two-year budget will vary from the House version, passed earlier this month.]]></description>

FRANKFORT -- The state House passed a bill Wednesday that would develop a pilot program to improve dental care in nursing homes. 

House Bill 510 - passed unanimously by the House -- would require the Cabinet for Health and Family Services to collaborate with University of Kentucky and the University of Louisville dental schools to develop a program that improves access to dental care for nursing homes. Money for the pilot program will come from civil penalty fines collected from nursing homes when they are cited by inspectors.]]></description>

FRANKFORT -- The House approved a measure Tuesday that would limit tanning bed use for teens. 

Under House Bill 249 originally prohibited teens under the age of 14 from using tanning bans. Rep. David Watkins, D-Henderson, a doctor, said that exposure to ultra violet light, particularly in tanning beds, can accelerate skin cancer. ]]></description>

FRANKFORT -- The state's child and adult protection agency has received accreditation from a national organization, one of only six states to receive such an honor. 

The Cabinet for Health and Family Services' Department for Community Based Services received notification last week from the Council on Accreditation, an independent nonprofit that oversees family-service organizations. The Department for Community Based Services oversees child and adult protection. ]]></description>
