		<description>This proposal is just another way of taking from the poor (After all they are the ones that local Sheriff&#039;s pull over and charge with DUI especially in small counties.  They know the people that didn&#039;t vote for them and they make life hard for them anyway they can.  The crimiinal justice system has enough fines and fees.  A poor person is just screwed in this system.  Mr. Rudy you are wrong on this one.</description>
