Stalking awareness rally pushes ‘Amanda’s Bill’
FRANKFORT — A group of advocates, prosecutors and law enforcement officials who would like to see more changes to the state’s domestic violence laws held a rally on Tuesday in Frankfort to broaden public awareness of stalking as a crime.
The group also pledged support for a bill sponsored by House Speaker Greg Stumbo, D-Prestonsburg, named after Amanda Ross, who was allegedly killed by her former fiance in September outside of her Lexington home. The bill would give judges the option of ordering a global positioning system or GPS tracking device for the most dangerous people accused of stalking or trying to harm a loved one.
Sen. Kathy Stein, D-Lexington, said she believed both chambers would approve the bill despite the budget crisis. “One of the chief things that we are required to do is use our tax dollars for public safety,” Stein said.
The group also planned to hold a training session about stalking in Lexington Tuesday afternoon.

Jerry “Timothy” McCowan gives campaign contributions to Greg Stumbo. Imagine the return on this investment when Stumbo pushes through GPS tracking and McCowan through his business EMCON makes $$$!
It’s the Kentucky way. Don’t Stumbo make you proud of this state?
This is the 3rd most corrupt state in America. It didn’t start with Stumbo and it won’t end with him. Your comments just makes you come off as a partisan hack with an axe to grind on Stumbo. You have no credibility.
Why not use this comment section to be more supportive of important legislation to help protect your sisters, mothers, daughters & friends, or any male/female subjected to terroristic threatening and violence?
There are dozens of ignored warning signs in the Amanda Ross/Steve Nunn case. It is so often the same situation in every case of domestic violence & stalking.
No credibility? Read your argument carefully. According to your argument that since Kentucky is the third most corrupt state it’s okay for Stumbo to be corrupt in his dealings as a legislator. You claim to be credible?
To Paula; since you are an expert on domestic violence then you know that domestic violence offenders are now using epo/dvo against their victims. So really you are advocating that the offender {in corrupt jurisdictions} will now have the ability to put a gps device on the victim so that they can better stalk them. Better yet, lets make the victim pay for the gps device too!
What happened to Amanda Ross is a tragedy. However, instead of reacting- we need to think first the ramifications of any legislation.
Second, its absolutely a sick person who would prostitute Ross’ death in order to get a state contract for a campaign contributor.
This Domestic Violence bandwagon is, in reality, the short bus for legislators. The foundation, the original DVO statute, is beyond repair yet they will build a Rube Goldberg apparatus upon it that will cost so many so much, it’s disgraceful.
